Jointly expand digital public services throughout Switzerland

The range of services is being expanded throughout Switzerland. The public sector is striving to create a comprehensive, integrated and stakeholder-oriented range of digital public services across all federal levels. To provide seamless digital services, organizational boundaries must be overcome. Together, public authority processes are selected based on their potential and designed to be interoperable across organisations.

Reorganising online voting (a project of the DPSS agenda)

The Confederation and the cantons are developing a stable online voting trial. The trials are being analysed on an ongoing basis and the need to strengthen safety and trust is being identified as an area for action and addressed. The cantons are receiving optimum support while online voting is being introduced.

Improving user-friendliness of electronic government services/cross-authority e-information and operation of ch.ch (a project of the DPSS agenda)

The Federal Chancellery is working together with the operators of digital government services to develop the basis for more user-friendly, more effective, more accessible, more comprehensible and – where appropriate – more standardised access to digital information. This includes multimedia content, accessible content, manuals, best practices and standards, as well as studies and pilot projects on new methods and technologies. This content is available to users on ch.ch and the authorities in an appropriate and needs-based form. The ch.ch information portal provides information across all levels of government and administrative units. It provides easy-to-understand answers to the most important questions from private individuals on topics relating to the authorities. Thanks to systematic search engine optimisation, a multilingual website and easily accessible content, ch.ch serves as a starting point for search engines and is the gateway to digital public services in Switzerland.

Redeveloping the "Official Gazettes Portal" publication platform (a project of the DPSS agenda)

The Confederation, cantons and communes publish official notifications and notifications which are legally required in the official gazettes via a centralised digital Swiss platform known as the "Official Gazettes Portal". This project will see the technology of the Official Gazettes Portal being modernised and its functionality expanded in order to keep pace with the respective requirements and legal specifications of the increasing number of bodies publishing on it. It is particularly important that the specific requirements of the cantons and communes are incorporated into the terms of reference so that the new platform can maximise the benefits for all parties involved.

National debt enforcement register information

Issuing debt enforcement register information is one of the most common business tasks carried out in administration. Currently, extracts from the debt enforcement register only list those debt enforcement proceedings that are ongoing in the debt enforcement district in which the extract is ordered. Going forward, debt enforcement register information is going to be issued for all 366 offices in Switzerland. This will make it easier for the public to obtain debt enforcement information. It will also include suitable measures to stop misuse of debt enforcement register information and prevent cases of fraud by debtors. In addition, fully digitalised processing of voluntary self-disclosures will reduce the burden on debt enforcement offices.

Creation, distribution and delivery of municipal services to any cantonal portal and municipal websites (GemeindeConnect or CommuneConnect)

The project, which began in 2024, aims in particular to strengthen horizontal cooperation between municipalities and vertical cooperation between municipal associations and cantons. The municipalities will be provided with an implementation tool for creating municipal services, including initial services. This implementation tool also covers the technical collaboration with the public innovators (municipal administrative staff). The existing cantonal municipal associations will be used as important links and multipliers. This approach will provide municipal services for residents. These will be offered in a customer-centered manner on a cantonal portal, which usually already exists.
The technical and functional concept as a basis has already been developed and the resulting developments have been in operation in Aargau (Fit4Digital) for two years.

Start-up financing for a "secure delivery platform(s)" (DPSS agenda project)

The secure and legally compliant electronic delivery of official documents is a major requirement in the administration of the canton and municipalities. A unified solution is being sought so that users have a digital mailbox for all transactions with authorities at all levels and, conversely, the channels for electronic submissions are as user-friendly and widely recognized as possible. The project is of great importance for all communities, but especially for smaller units with fewer resources.

Digital customer service in Thurgau: certification as an approved delivery platform

The target state is the recognition and adaptation of the Digital Counter of the Canton of Thurgau as a secure delivery platform. The Digital Counter is intended to be a user-friendly online platform for the secure and seamless delivery of administrative documents to citizens. The platform ensures the secure transmission of sensitive data and enables citizens to exchange data efficiently and in a modern way within a closed ecosystem.

Marketing the existing e-services

In the canton of St Gallen and throughout Switzerland, there are already many high-quality e-services being offered to the public and companies. However, potential users are still often insufficiently aware of digital services. As a result, digital government services are rarely used, if at all. The aim is to increase awareness and usage rates. As part of a one-year pilot communication campaign, the various cantonal and national services will therefore be promoted with targeted (primarily digital) marketing activities and the results shared with the Digital Public Services Switzerland network.

Developing digital services together (a project of the DPSS agenda)

 

The DPSS is keen to expand the range of services available throughout Switzerland and supports the communes and cantons by developing these services together. To assist with federal collaboration, a community of practice (CoP) will be set up for developing digital government services. The administrations agree on which government services they will work closely together to coordinate the digital offering.
